Nevertheless, I keep moving forward. Concept and Plan Today I offer a method to make Puerto Rico an island paradise. But this concept could easily be expanded to include our entire continent as an enormous self-sustaining engine of beautification. If implemented, this country-wide improvement plan could be self-sustaining offering many jobs in the trades using ordinary materials made in the USA. Like all concepts, this plan is a work in progress and subject to many revisions, but at its core is a way that I'm confident will work if Congress creates the right laws. And those laws are used by Americans and American corporations without political favor. A) The first new law should be: No property (land) may be inherited if it is a blight to the community, but it may be sold for a fair market price. (This puts PR on the open market!) B) Every land mass or incorporated area should have a master plan for development, which should include no-development nature zones. C) For the good of the country, Corporations should become partners in community development. D) No resident-owner may be evicted. E) No foreign investment should be allowed. Now lets apply these simple steps to Puerto Rico (PR). PR is an American island in a hurricane zone, as such it is currently uninhabitable due to widespread destruction. It is further disadvantaged because it has been fiscally mismanaged so badly by Democrats that it is bankrupt. And the Federal Government should not put good money after bad in PR when there is no practical solution. But there is a potential solution, as PR has one of the most desirable feature known to man -- its location! Applying the rules above, the land in PR should be offered to US corporations to build island resorts for their employees. Land should also be offered to US developers, keeping in mind the need to maintain an island paradise. The resident-owners should be accommodated using manufactured housing -- no trailers -- with no inheritance rights. To be removed upon death.
